The
Great British INSULATION SCHEME

The Great British Insulation Scheme (GBIS), formerly known as ECO+, is a government initiative aimed at assisting individuals in insulating their homes, thereby enhancing energy efficiency and reducing energy bills. Scheduled to continue until March 2026, this £1 billion scheme aims to aid approximately 300,000 households nationwide in the installation of new home insulation.

This initiative functions by compelling energy suppliers to aid customers in reducing their heating expenses through the installation of energy efficiency measures. Depending on the specific measure and any property-related issues, customers may either receive insulation assistance at no cost or be offered insulation at a reduced contribution.

General Eligibility Group:

To qualify, your home must meet the following 2 criteria

1. Properties falling within Council Tax bands A, B, C or D in England,

     or A-E in Scotland or Wales. Council Tax Bands can be checked from the .gov.uk website.

​

​

2. Starting Energy Efficiency Rating (EPC):

   Domestic properties must have an EPC/SAP rating of D, E, F or G

Covered Measures

​

Both eligibility groups are eligible for primary insulation measures including:

​

  • Cavity wall insulation 

  • Loft insulation - fully funded

​

Additionally, households in the low-income eligibility group can avail themselves of secondary measures such as:

​

  • Thermostatic radiator valves (TRVs)

  • Boiler programmer & room thermostat

​

These secondary measures are only eligible for installation after an eligible primary insulation measure has been installed in the same property under the scheme.

Installation Standards

​

Suppliers must ensure that the installation of measures adheres to relevant standards. This includes employing a PAS installer or a person certified to PAS2030:19, complying with applicable regulations such as PAS 2030:2019 and PAS2035:2019 building regulations, and ensuring installation by a relevant TrustMark registered installer with TrustMark certification of lodgement.
